The bayou (waterway) around Houston has large numbers of dead bodies. And that's only the ones reported missing and found.
Causes - serial killer. Preventable accidents needing safety measures.

1 Serve food with alcohol.
2 Free water or coffee with every drink or every second drink.
3 Provide free transport
4 Or shuttle buses linking bars to landmarks and transport hubs.
5 Fences around all areas near bars, sponsored by the city, and bars, and gofundme, and police, and city, and environment. (Memphis has run a contest for an attractive istorical artistic fence on the Black Bayou.)
6 Everyone walking home should have a phone recording their journey live to a family member, recording, or central police observation.
7 Apple watches recording heartbeat which send out alarms and location if heart stops.
