My relative Trevor Sharot, wine educator (that's not just a description but an organisation with entry tests) has a on his blog Grapedeal.com an article on madeira wine. He has chosen to use capitals for the country and small initials for the wine, in order to distinguish them.
This is a common acceptable convention which Trevor uses to reduce ambiguity and make for speedier reading.
I use State for the States of the USA, for the state, place, in which you find yourself, but state with a small s for the condition or state in which you find yourself.
In German you have a capital for every noun.
Champagne is a region and so when referring to the area you would use a capital to describe the region.
