Fire Causes - watering plants is good? Now the opposite of what you think

For Watering

I was wondering why people didn't water their gardens to help prevent tinder-dry vegetation going up in flames. But would that encourage growth?

Against Watering

Now I read that there was a ban on water use. Also those who watered gardens are being blamed for the lack of water to put out house fires.

Balance

I am starting to understand that in many cases the right course of action is like balancing a see-saw. (According to the American heritage dictionary, in northern parts of the USA what the British call a see-saw is known as a teeter board or teeter-totter. Canada seems to use both words.)

The right amount of water has to be judged. Just like watering a plant in a pot, or a vase. Neither too much water, nor too little.

How To Build A Rotating See-Saw Like The One Seen In Vietnam

Problem
How do they build the rotating see-saw, which is in the wonderful scene with flowers in Vietnam?

Americans and others recall Dads or uncles or others building one in the back yard, in the UK we say back garden.

A friend of a friend from Facebook gives an answer:

THE POLES:
Made of hard log. He used beech tree, circumference 15 +cm - or more, if you want.

THE VERTICAL POLE
The height of the vertical pole above the ground  around 1 meter- 1/-1/2, or as put in practical way, the height is the height up to waist of the people who are going to use it.
So when you are up and you bring the foot to the ground the waist will attach the pole. Allows you to go up safely end is buried in the ground.

The other end has to be shaped as a ball, but not smooth, because, if it's smooth, the horizontal pole will slip off and tip over when you us it.

THE HORIZONTAL pole:
Length 4 meters. In the middle of the pole open a hole, a little bigger than the ball of the vertical pole. This allows the spinning.

COMMENTS from my brother:
Age of kids who used it was 9--18? years old. Never try to use it with only one person. Before one wants to get on, the other person holds the other side. Both individuals should be somehow the same ''size'' - and strength?,to keep the balance.
The structure doesn't sound safe, but we used for years with out any accident. The fun part was the noise we liked to hear, as we were spinning, from the little piece of charcoal my brother put between the hole and the ball of the poles.
We loved it, for some reason. Good luck, enjoy it. I am not good with FB. Could you please send to the others who asked for the instructions? Sorry if mistakes been made(grammar, spelling).

(I corrected the grammar and spelling and added some side headings for clarity in this blog layout. By the way, beach with an a has sand, sandy beach, beech with double e same as tree, beech tree.)
