It seems to me that banks could quite simply ask you to tick a box giving the reason for the transfer. If it is to buy a house, provide some evidence. If it is because you have been told to transfer the money because of reported fraud, send a copy of the fraud notice.
The only thing is, who do you send the note to? Obviously telling the fraudsters is no help. You have to have a place of security.
It cannot be beyond the wit of a bank to devise a system.One bank I know phones your hand phone. Another one sends a one-off authorization code to your hand phone. If your hand phone is lost or stolen, you need to report that immediately.
When I lived near a bank branch, whenever I got asked to do this or that, I went into the bank branch to check it was OK and not a scam. I did any transfers within the bank itself.
Make a note of the line for reporting lost and stolen credit cards. Give a copy of the number to your family travelling with or back home.
