We all love a free museum.
Here are some of my favourites:
UK

The major museums are free. What you pay for are the temporary exhibitions. Plenty more to see. You can also walk along the river admiring famous buildings, bridges and statues. Also look for museums which have one free day, or free group visits for schools.
When you have exhausted the major museums, try the Horniman museum. Free museum indoors. Outdoors, music to make, and animals to see.

Wales
Cardiff has free museums. Not the castle, which is a paid for attraction, but the big city museum. Large enough to keep you entertained for hours.
Singapore
Take your own tap water. The weather is hot and humid all year.

Butterfly Garden
See the Butterfly Garden over two floors in the airport. Giant butterflies landing on tree stumps amid flowers. Stunning. It is a one way system starting at the top level. The airport has several free attractions and seasonal displays.
Indoors
Jewel mall linked to the terminals of the airport by walkways and free shuttle buses. The centre of the mall is a giant multi-storey waterfall. See it from ground floor or basement, then again from higher up. Lit at night with jumping fountains.
Outdoors
Gardens by the Bay has two expensive indoor attractions, the glass houses, one containing a giant waterfall, highly recommended, and a paid for tree walk. However, you can walk for free around the maze of trees along the waterfront and read the detailed captions about the myths and medicinal uses of the trees and plants.
The Botanic Gardens is free, with many labelled plants, bridges, fountains, fish and birds.
